What do you do with warm layered clothing or rain gear as it gets warmer, or quits raining? I didn't notice anyone using racks or panniers in the photos of last years ride. This is my 1st CNC.

There are plenty of those, and fanny packs, and tie around the waist, and wear them all day.  UNOFFICIAL OPTION: If you really want to get rid of them leave them with rest stop staff or in a SAG wagon.  Make sure they are labelled well and remember to go looking for them in camp, don't expect them to come looking for you.

It is helpful, on this ride, to add some larger capacity storage on your bike. (The weather changes throughout the day can be pretty significant.  Jersey pockets just won't hold the fleece shirt I like to have in the early morning if it is really chilly.) A handlebar bag, or rack pack, can be a useful addition without adding much weight. I am aware of people utilizing the SAG vehicle but the SAG folks can't be expected take responsibility for your stuff so I like keeping it with me if possible.

Dude--YOU CARRY IT!

You will have to be able to carry your own rain gear, your own clothing, repair kit, and any thing else you will need for an entire day on your bike--with you.  On this ride I have used a larger seat bag than I typically ride with that will hold arm warmers, leg warmers, and rain gear after it warms up.  You also need ID, cash, credit cards, and phone--and all on you. 

It is not a function of SAG to carry our clothes or rain gear.  Get a touring seat bag.
